New Elderly Care Facilities Proposed in Toa Payoh and Hougang
As Singapore prepares for a demographic shift with an increasing elderly population, the need for suitable eldercare options is becoming increasingly urgent. With one in five residents now aged 65 or older, this figure is projected to rise to one in four by 2030. This reality has spurred discussions about various residential alternatives aimed at seniors, notably Community Care Apartments and private development initiatives.
Government Initiatives to Expand Elderly Care
The Ministry of Health has set ambitious targets to enhance nursing home capacity from over 20,000 beds today to approximately 31,000 by the year 2030. Since 2020, more than ten new nursing homes have been established, adding around 4,300 beds to the system. Many of these facilities are repurposed from existing state-owned properties, showing a trend towards maximizing available resources.
State-Owned Properties Targeted for Elderly Facilities
In line with this initiative, two state-owned sites have recently been identified as potential locations for eldercare facilities—the plot at 1 Thomson Lane in Toa Payoh and the cluster of buildings at 95 Tampines Road in Hougang. The Singapore Land Authority has initiated tenders for both locations: an Expression of Interest (EOI) for Thomson Lane closing on September 15 and a Price-Quality tender for Tampines Road closing on October 21.
Thomson Lane Site Overview
The Thomson Lane site spans approximately 97,696 sq ft and has historically hosted the Lee Ah Mooi Old Age Home since its establishment in 1984. Situated within a rapidly developing area close to major MRT stations like Mount Pleasant and Caldecott Interchange, this location is primed for future growth. The tender specifies that this site can be utilized strictly for nursing home purposes.
The successful bidder will lease the property initially for three years with two possible extensions of three years each. Notably, while the site holds a maximum gross floor area of about 20,050 sq ft, it offers significant strategic advantages due to its proximity to high-density residential developments.
Tampines Road Property Insights
The second site at Tampines Road presents different opportunities and challenges. At only about 19,724 sq ft, it features multiple vacant former Customs buildings that have served varied functions over the decades. The tender allows flexibility with several potential uses; however, an active ageing facility is prioritized among them.
This property also comes with an initial lease term of five years plus an option for four additional years if granted by the government. Importantly, bidders must submit renovation plans detailing how they will preserve any architectural features during alterations.
Evaluating Tender Conditions
The dual-approach tender evaluation process emphasizes quality alongside price—a departure from traditional bidding norms where highest rent proposals typically secure success. Quality receives a larger weightage (60 out of 100 points), which considers factors such as community fit and innovative concepts designed to serve elderly residents effectively.
Market Considerations and Future Implications
Despite the clear demand for eldercare options in Singapore—including over 230 Active Ageing Centres across the island—there are uncertainties surrounding these new tenders. Primarily, operators must weigh their capital investments against short lease terms that may result in limited operational security beyond nine years at either location.
This limitation poses significant considerations when planning care facilities intended for frail users who require stable support systems over prolonged periods. Furthermore, there are no guidelines yet from SLA regarding rental costs or expected fees associated with these properties making it difficult to predict the financial feasibility of such ventures.
Conclusion: An Evolving Landscape
The announcement of these proposed eldercare facilities reflects a growing recognition of Singapore’s shifting demographics and highlights ongoing efforts by authorities to address urgent housing needs among seniors. As bidding processes unfold—closing dates fast approaching—local operators are poised to respond creatively amid competitive pressures from various sectors seeking revitalization opportunities within the urban landscape.
