New Siglap Housing Site Opens for Bidding in Singapore
In a significant move for the real estate market, Singapore’s government has announced the availability of its first private housing site in the Siglap neighbourhood in about ten years. This development, part of the Government Land Sales (GLS) programme, includes two residential plots that are expected to attract considerable interest from developers.
The Urban Redevelopment Authority (URA) made public its invitation for tenders on Tuesday. The highlighted site on East Coast Road is anticipated to yield approximately 85 residential units. Additionally, a second plot located at Serangoon North View has been placed on a reserve list; it will only be tendered if a developer submits an acceptable bid.
Anticipated Bid Projections
Industry analysts have forecasted robust bidding activity for the East Coast Road site. Estimates suggest that bids could reach between S$1,550 and S$1,650 per square foot of permitted area. This pricing could translate into a total land cost ranging from S$146.9 million to S$156.4 million (approximately $115.1 million to $122.5 million). In contrast, Realion Group predicts a lower estimate between S$1,450 and S$1,550 per square foot.
A noteworthy point is that even the lower end of PropNex’s estimates would surpass the recent record set just weeks prior when a joint venture involving UOL Group, Singapore Land Group, and CapitaLand Development successfully bid S$1,537 per square foot for another GLS site.
Site Specifications
The location of the East Coast plot is strategic—it lies near the intersection of East Coast Road and Siglap Road amidst established landed housing estates. It comprises two parcels totaling approximately 5,503 square meters with a maximum gross floor area allowance of 8,805 square meters under a 99-year lease agreement.
Importantly, due to traffic considerations raised by local authorities, homes constructed on this site must average at least 100 square meters each. This stipulation effectively limits the overall unit count to around 85 homes but also allows flexibility for constructing long-stay serviced apartments on one of the plots.
Market Context and Developer Sentiment
Wong Siew Ying from PropNex anticipates that family-oriented residences will be developed primarily targeting downsizers coming from nearby landed properties. However, Justin Quek from Realion notes that the relatively small size of this project may dissuade larger developers seeking economies of scale.
The last time Siglap saw such bidding activity was back in January 2016 when eight proposals were submitted for a residential GLS site at Siglap Road. That parcel eventually sold for S$624.18 million or around S$858 per square foot—leading to what is now known as Seaside Residences.
Implications for Future Developments
This latest offering represents one component of nine confirmed sites slated under URA’s second-half land sales programme capable of yielding over 4,745 homes—735 being executive condominiums. With projected full-year supply exceeding 9,320 units and almost doubling annual averages over the past decade, there’s an evident push towards increasing housing availability amid slowing price growth in Singapore’s residential sector.
As noted by URA data, there was only a marginal increase of 0.5 percent in their private residential price index during Q2 2026 compared to previous quarters—a clear indication that while supply expands significantly, price increases are becoming more tempered.
